Empty state message misleading for bulk actions

      Description of problem:

      The default empty state message used in bulk action modals is "No items found / You do not have any items yet"

      This is not accurate because you might have clusters that meet the criteria, but you just didn't select any of those clusters.

      This is not translation friendly and it also causes us to invent words like "destroyable".

      Steps to Reproduce:

      1.  Create a manual import cluster but do not import
      2.  Select the checkbox next to the cluster, then choose Update automation template

      Actual results:

      Expected results:

      Empty state message should be accurate.
