Definition of Done for Engineering Story Owner (Checklist)

• Add a label to enable the cluster lifecycle management, including install ACM in regional hub cluster. the label can be `global-hub.open-cluster-management.io/hub-cluster-install=`.

• Disable propagate the global policy and global application to each regional hub cluster. Reverse the current way to ask the users to add special annotations to enable. We may use `global-hub.open-cluster-management.io/global-resource=` and get rid of `global-hub.open-cluster-management.io/local-resource=`

• add finalizer for the global resources only, including placement, placementrule, managedclusterset, etc.
• optimize the pre-delete job in the global-hub-agent.
