BACKGROUND:

The ACM Governance page could have thousands of policies and the policy names are not always descriptive enough. We have been hearing that the ACM Governance page should provide an easy way to expose policy descriptions in the table. 

The description should be stored in an annotation called `policy.open-cluster-management.io/description` on the Policy.

GOAL: 

Users should be able to create, edit, and display policy descriptions with easy interactions.
