Epic Goal
Prevent the hosting cluster that is hosting other hypershift clusters from being destroyed
Why is this important?
Based on the discussion here, we know the hypershift hosting(management) clusters are created by OCM hive. currently, if we destroy a hosting cluster that is hosting some other hyeprshift hosted cluster, the control plane of these hosted clusters would also be destroyed, but the infrastructure of these hosted clusters would remain.
Scenarios
the hosting cluster was created from the OCM clusterpool by clusterclaim.hive, need to prevent deleting the cluster by deleting the corresponding clusterdeployment
