cluster resource not created when deploying application to remote cluster

Description of problem:

When deploying an application to a remote cluster, the APP UI does not create a cluster resource for applications deployed on a remote managed cluster due to the cluster being offline. However, in the CLC page, the cluster is in healthy and ready status

Steps to Reproduce:

1. deploy an application to a remote managed cluster
2. view the subscription node and the status of the remote cluster
3.  

Actual results:

subscription is in yellow state saying that remote cluster is offline

Expected results:

subscription should have green subscribed status
