RBAC user cannot see namespace resources due to missing subscriptionStatuses and subscriptionReports

Description of problem:

cluster-manager does not have subscriptionStatuses and subscriptionReports which causes the namespace resource topology nodes to show up in the APP UI when any application is created

1. Deploy any subscription app
2. look at topology tab
3. ...

Actual results:

namespace resources do not deploy showing no cluster resource status in single APP UI

Expected results:

Namespace resource nodes should show up to populate cluster resource status with green status
