PostgreSQL consuming high CPU because missing index (release-2.7)

      Description of problem:

      Every sync request from managed cluster requires that we query the DB to validate the total resources for the cluster. As the number of managed clusters grow it generates too many queries.

      Solution: Adding an index on the data requested by the query makes it very efficient.

      Version-Release number of selected component (if applicable): 2.7.0

      How reproducible: On large scale deployments.
