BACKGROUND:

Right after the ACM operator installation, customers should realize the benefits of ACM as early as possible. While Governance is one of the ACM pillars, there seems to be no easy way to understand policies and other governance related concepts. We also heard from customers saying they didn’t use it because they didn’t know what it was for.

GOAL:

As a cluster admin or an SRE,

(1) I want to see out-of-the-box policies deployed in the hub cluster.
(2) I want to deploy out-of-the-box policies while I create or import a cluster. 

As a result, I can have a good understanding of how Governance works and it can also trigger to learn more about policies through the policy catalog.

Steps to Reproduce:

1. Go to ACM
2. Go to Infrastructure
3. Go to Cluster

Actual results:

The wizards to create (import) cluster doesn't have a step to select policies customers would like to apply.

Expected results:

We need to add a new step in the wizards for customers to select policies.
