ACM BM disconnected Hub: No option to add "local-cluster" into a cluster-set

      Description of problem:

      Trying to add the "local-cluster" of a disconnected BM hub, into a new cluster set is not available via UI. The "local-cluster" is listed under clusters list, but it is missing from "default" and "global" cluster-sets, and does not exists in any custom cluster-set.

      ACM 2.7.0

      Unknown

      Steps to Reproduce:

      1. Install Hub on Disconnected BM
      2. Go to cluster sets, and try to add the "local-cluster" into a new cluster set.

      Actual results:

       

       

       

      Expected results:

      "local-cluster" should be available to be added into a cluster-set

      Additional info:

      The hub was installed with disableHubSelfManagement enabled.
