Description of problem:
ROSA platform (Red Hat Openshift Service on AWS) should go full support on the ACM 2.7.0 / Submariner 0.14.1 release.
As mentioned in the following ticket, ROSA testing is blocked by QE due to restrictions of the ROSA cluster.

This week, skitt@redhat.com , made a great work to fix https://bugzilla.redhat.com/show_bug.cgi?id=2100527 bug and allow deployment of submariner components by using digest references instead of floating tags.
In addition to the bug fix, this change gave QE a way to deploy ROSA cluster.
Unfortunately, in order to completely unblock QE in ROSA platform testing, one last fix needs to be made.
An execution of e2e testing requires creation of a pod as part of the testing flow.
Currently, the reference to the testing image is still made by floating tags.
This prevents QE to fully integrate the new flow into the pipeline and testing the ROSA platform.
If use of digest for test image by subctl could be made for the upcoming release, it will completely unblock QE in testing the ROSA platform.
