Epic Goal

Support provision and upgrade paths using by-digest pullspecs.

Why is this important?

See parent feature.

Scenarios

All currently supported provision and upgrade paths should continue to work when the releaseImage field in our ClusterImageSets is updated to use by-digest pullspecs. The tag can be obtained from the releaseTag label, or as last resort, from the name of the ClusterImageSet.
