Much more memory usage when MCOA is enabled in scale test

      Description of problem:

      As shown in the attached charts, when MCOA is enabled before deploy the managed managed SNOs, total obs memory usage is about 80GB higher than the case when MCOA is not enabled. The top memory consumers are the Thanos receive pods and the new muticluster-observability-addon-manger pod
