Description of problem:

As a part of an effort to upgrade multiple OCP clusters from 4.17 to 4.18 via SiteConfig it was recommended that we migrate to ClusterInstance due to the deprecation of the SiteConfig CR. 

Using the guidance from https://access.redhat.com/articles/7105238 the conversion was made and while the ClusterInstance status fields appear healthy most manifestsRendered are reporting as failed.

We need to understand the full significance of this discrepancy as well as any potential ways to rectify it.

No errors of significance appear in the siteconfig-controller-manager logs. I have not been able to find any evidence of refusals from any validatingwebhook in the ACM must-gather either.
