Description of problem:

Add Argo Server modal does not surface error when API failure occurs.

Add Argo Server modal also does not display when creation is in progress, nor does it disable the add button when in progress.

Steps to Reproduce:

1. Go to applications creation wizard (push or pull)
2. Open "Add Argo Server" modal by using drop down
3. Try to create a server using a cluster set with an existing binding
4. Note the error in browser dev tools, but none in the UI

Actual results:

No error surfaced

Should surface error
