Description of problem:

On the Applications page and probably others, the filter menu and create menu float above the sticky header.

ACM 2.15.0, ACM 2.16.0

Steps to Reproduce:

1. Set application list page size to 100
2. Open either menu
3. Scroll the page

Actual results:

Expected results:

Menu should scroll behind the sticky header.

Additional info:

Problem existed in ACM 2.15.0... not PF6 related.
