Epic Goal

Known issue when there are multiple PlacementDecisons, the cluster name will temporarily disappear during PlacementDecisions updates, which causes consumers like addon controllers to unnecessarily delete and recreate addons. 

Need enhance current PlacementDecision Update Strategy to fill the gap.
