Description of problem:

CAPOA Chart has the following annotation:
https://github.com/stolostron/cluster-api-installer/blob/backplane-2.11/charts/cluster-api-provider-openshift-assisted/templates/v1_service_capoa-controlplane-webhook-service.yaml#L5

However I cannot see it imported in backplane operator:
https://github.com/stolostron/backplane-operator/blob/main/pkg/templates/charts/toggle/cluster-api-provider-openshift-assisted/templates/capoa-controlplane-webhook-service-service.yaml

This leads to the service being unable to start

CAPOA Controlplane Pod won't start
