Description of problem:

it is not possible to select projects whenever a RA creation wizard is triggered from a cluster set

How reproducible: 

1. open RA wizard modal for a cluster set

Actual results:

it is not possible to create a common project, there is a workaround which is to go to any other entity and then to select the cluster set during the creation process

Expected results:

to be able to select cluster or cluster set granularity (select a project)
