As an engineer, I want to understand the work needed on the development side to allow the team to create an ACM 5.0 branch and related issues including upgrade.

Build work:

• catalog updates so version 5 is handled.  This means logic in the build scripts needs to be updated to know how to resolve the base images used for catalogs.
• catalog and bundle: the skip range information needs to handle to skip to version 5
• catalog: the skip range needs to understand the changes around EUS in ACM which I assume will match OCP 5.(2+3*x) x=0,1,2.... indicating EUS z streams
