Description of problem:

When a user attempts to create a project for a cluster set that contains no clusters, the creation flow silently fails.

How reproducible: 

1. open RA wizard modal
2. choose cluster set which doesn't have any clusters
3. choose project
4. create a new project 

Actual results:

When user clicks 'Create project' it goes back to projects table without any error

Expected results:

User should see error showing the project wasn't created as there are no clusters in cluster set yet
