We need to document why the ACM Restore status can be PartiallyFailed and how to debug if this happens

We had a few slack discussions related to this question : 

• Resources seems to be restored properly but why is the ACM Restore resource in FinishedWithErrors status ?

We need to add this as a some sort of Common Questions to the backup doc

So we need a new section (probably ) to deal with the backup common questions

Then add this 

• Resources seems to be restored properly but why is the ACM Restore resource in FinishedWithErrors status ?
  • Velero restore shows a PartiallyFailed status if the backup was empty (not an actual issue)
  • ACM Restore resource shows a cumulative status for all velero restore resource. If one is PartiallyFailed and the rest are Completed, the cumulative status is PartiallyFailed (ACM Restore flags any possible issues with the restore)
  • To debug the ACM restore status, check all velero restore resources status and look for the one with a PartiallyFailed status, then view the logs
