      Description of problem:

Managed cluster custom roles which are not kube:admin are not able to see namespace resources within the topology when logged in since they are not given access to subscriptionStatuses and subscriptionReports. For example, open-cluster-management:cluster-manager-admin is one of them. By adding this in, no Manual changes to the roles will be required as all users binded with managed cluster admin roles should have access.

Version-Release number of selected component (if applicable):

      2.6.z, 2.7

      How reproducible:

      Always

      Steps to Reproduce:

      1. Login as a user with open-cluster-management:cluster-manager-admin
      2. Deploy a subscription application
      3. View topology to see if resources show

      Actual results:

      no namespace resource nodes show

      Expected results:

All nodes including namespace resource nodes should show
