Description of problem:

it is not possible from business perspective, to create a role assignment for a global cluster set but it is actually possible to do it by navigating to clusters -> cluster sets -> global -> role assignments -> create role assignment. Once submitted an error is thrown saying there's no cluster selection.

How reproducible: always

Steps to Reproduce:

1. Nagivate to clusters
2. to cluster sets
3. select "global" cluster set
4. click on "Role assignments" tab

Actual results:

Global scope is not preselected

Expected results:

Global scope should be preselected
