Description of problem:

There is a doc link on the role assignment list window when there are no role assignments:

We forgot to update this to the fine grained rbac docs. Currently it links to cluster intro. It should link here:

https://docs.redhat.com/en/documentation/red_hat_advanced_cluster_management_for_kubernetes/2.15/html/secure_clusters/securing-cluster-intro#fine-grain-rbac-ui

Above should be changed to point to 2.16 doc, which has not been created yet.

1. view page doc link

Actual results:

Link goes to cluster intro which is unrelated.

Expected results:

Link should go to fine grained rbac.
