RBAC UI - Can't create global access role assignment

      Description of problem:

      In a cluster with 0 existing MulticlusterRoleAssignments and role assignment Placements, I get this error when trying to create a global access role assignment:

      This should use global placement, which is active and working:

      Steps to Reproduce:

      1. Delete all existing MulticlusterRoleAssignments
      2. Delete all previously created role assignment Placements
      3. Try to create a global access role assignment

      Actual results:

      Has error.

      Expected results:

      Should be successful. Should use global Placement which exists by default.
