Automation scope to include:

• Enable customers to create, upgrade, destroy, scale ROSA HCP clusters.
• Automatically import the new cluster into MCE management domain for observability, policy and application lifecycle.
• Create a ROSA HCP Cluster - Currently exists upstream without all features
• Upgrade a ROSA HCP Cluster - CAPI may NOT need to do this, MCE can do this.
• Scale a ROSA HCP Cluster
• Destroy a ROSA HCP Cluster - Currently exists
• Machine pool modification
• Detach the ROSA HCP cluster from the ACM Clusters list
