Description of problem:
When you create a role assignment, select clusters, and define granularity, if you choose Project role assignment and select namespaces, these namespaces will be remembered even if you change from Project role assignment to Cluster role assignment. This seems not right, I would think that when changing from Project role assignment to Cluster role assignment, it would clear the selected namespaces automatically. It also does a similar thing in editing a role assignment. So if you edit a role assignment and try to change from Project to Cluster scope, the review page will still show the previously selected namespaces unless you manually de-select them.

Steps to Reproduce:
- Create role assignment
- Choose project role assignment and select namespaces
- Change scope to cluster role assignment
- Go to review page, namespaces are still showing (still project scoped)
You can also do a similar thing on editing an existing role assignment:
- Edit existing project scope role assignment
- Change from project to cluster scope
- Go to review page; still shows previous namespaces
Actual results:
Review pages still show previously selected namespaces.
Expected results:
When changing from project to cluster scope, review page should not remember previously selected namespaces.
