Description of problem:

Originally importing the cluster : https://issues.redhat.com/browse/ACM-24929

Imported OCP clusters - When adding a host in the clusterInstance yaml, the latter shows resources are rendered but no bmh nor other resources are created  and node is not added to the cluster

Version-Release number of selected component (if applicable): ACM/siteconfig : 2.15.0

How reproducible: always

Steps to Reproduce:

1.  import a 3 nodes cluster or more to ACM following this doc: https://docs.google.com/document/d/1oKCk69Nnux-adc8sjmGe5tbEk5TZEHOUpZH17cXIvXU/edit?tab=t.0#heading=h.mc0urzjrdwgx
2.  edit the cluster instance yaml and add host to the list of nodes
3.  push clusterinstance yaml to git.
4. once gitOps is sync'ed ; ClusterInstance shows all resources for the new node are rendered but the resouces are deployed.

Actual results: node is not added to the cluster and related resources (bmh, infraenv, nmstate ) are not created

Expected results: the node joins the cluster and related resources are created
