Epic Goal

The requirement is discovery in this issue: https://issues.redhat.com/browse/ACM-27933 

And later we found it's better to be trade as an enhancement of Manifestwork.

Why is this important?

This enhancement can avoid user/third part component set manifestwork with duplicated manifests.  And duplicated manifests make no sense from the use case's perspective.
