Description of problem:

TL;DR: Submariner issues on IBM Cloud VPC — Request to add support for Submariner on IBM Cloud VPC. 

The ODF QE team is using IBM Cloud VPC as one of the primary test environments for RDR testing. However, we have been facing recurring Submariner issues (e.g The connectivity fails.) —occasionally during deployment, for which we currently rely on workarounds to proceed. 

In addition, on this setup, any node operation causes Submariner to enter a bad state, and we are unable to recover it

We understand that IBM Cloud VPC is not part of the officially supported platform list, but given that this environment is critical for our testing needs, we would like to request a proper RCA and a corresponding fix.

We will update the ticket with the exact error message and logs soon.
