      Description of problem:

      I'm seeing this InstallPlan for subscription could not be approved due to a MultiCloud object pending status message. I did a search and my symptoms don't quite match what has been discussed previously, e.g. in https://access.redhat.com/support/cases/#/case/04290181/discussion

      The issue does not reproduce in any of the environments by replacing ACM 2.15.0 with 2.14.1
