      ConfigurationPolicies that checked status fields in resources could incorrectly report that the policy was Compliant when the status field was missing. Now, those ConfigurationPolicies will properly report themselves as NonCompliant until that status field matches what is defined in the policy.

      Description of problem:

      I'm seeing this InstallPlan for subscription could not be approved due to a MultiCloud object pending status message. I did a search and my symptoms don't quite match what has been discussed previously, e.g. in https://access.redhat.com/support/cases/#/case/04290181/discussion

      The issue does not reproduce in any of the environments by replacing ACM 2.15.0 with 2.14.1
