Summary

We would like to have a tool which leverages the GitHub API and pipeline manifests to locate the first snapshot on a given release that contains either a PR or Commit on a specific repo/image build.

This tool would take, as input, a target release stream (ACM 2.7, MCE 2.2, ACM 2.6, etc.), a component/repo, and a commit/PR and tell the user the first Upstream and/or Downstream build that contained that fix.
