Application deployed successfully on the local cluster. Failed to deploy on the remote cluster(Deploy application using specified labels)

How reproducible:

Steps to Reproduce:

1. Given the hub running on top of OpenShift on cloud provider, navigating to Application page 
2. Create Git Application (Repo - https://github.com/fxiang1/app-samples, Path- sample-helloworld)
3. Deploy using "Deploy application resources only on clusters matching specified labels"
4. Save application.

Actual results:

     Check the application with all subscriptions is deployed on all clusters having matching labels

Expected results:

    PlacementRule, Channel, Application is not deployed on the specified cluster
