HC cleanup is failing and clusters are getting stuck in error state

      We identified the HCP deletion is being stuck in error, started in December 17, based in our integration CI.
      What data we have until now: * The MC in int:main hs-mc-c73f22lkg accumulated at least 46 HCPs in error not deleted properly. We put this MC into maintenance while we investigate the issue.

      • The MC in int:canary hs-mc-c7382l950 also have 1 HCP (2n8q089lbns44oulirvnjo8ha6qvotmt) stuck in error.
      • The MC in stage:perf4 hs-mc-s73d6rkr0 also have 1 HCP (2n86e1bqp7lmv1v6a9fkvlsni84ugv49) stuck in error.
