      This may be something that OLM V1 and OCP 5 can do. I've opened a spike story to investigate the new features to see if there's something we can work with there.

      Right now, customers are able to use OLM to upgrade MCE even if MCE is currently being managed by ACM. When this happens, ACM hits a failure state, and MCE must either be rolled back or ACM must be upgraded in order to resolve this.

      Investigation should be conducted to see if it's possible for an operator to prevent its own upgrade or for an operator to prevent another operator's upgrade under OLM.
