ACM Policy slow to aggregate compliance to parent policy when upgrading 3000+ SNOs

      Description of problem:

      While upgrading 3443 SNOs from 4.10.32 to 4.11.5, TALM uses the parent policy data in order to see what policy/step a SNO should be on while applying a CGU (ClusterGroupUpgrade) After creating a new PGT (PolicyGenTemplate) which created two new parent policies, it was noticed that the parent policy took a notably longer time on the order of an hour or more before parent was updated with all of the SNO's compliance.
