We'd like to upate the existing PlacementDecesion portal documentation to have an additional section that is upstream.

Note: Doc team updates the current version of the documentation and the
two previous versions (n-2), but we address *only high-priority, or
customer-reported issues* for -2 releases in support.

This is an older issue raised by customers and field that this isn't documented. Since we do support it we want to add it, so it's not new dev work but exists already.
