Description of the problem:
In post upgrade ACM 2.15.0 - 2.15.1 with edge manager enabled, the console plugin is deleted if the mch is not paused. If I try to re-create the consolePlugin, is cleaned again.

Steps to reproduce:

1.  Try to create the console plugin in the env:

   Console: https://console-openshift-console.apps.msmigiel-cwall-640348.dev09.red-chesterfield.com
   kubeadmin password: eQ9Qh-yw2Fw-gZ7g4-2P392
   

Actual results:
The consolePlugin is removed if the mch is not paused
 

Expected results:
The consolePlugin should not be removed
