Context:

MCOA deploys the COO CRDs using server-side apply to avoid overriding them when COO is already installed on a managed cluster. However, when the addon is removed, the work agent deletes the CRD, even if the controller is COO.

Acceptance:

The work agent stops deleting resources it doesn't control.
