Description of problem:

In recent 2.11.9 fresh install env - https://redhat-internal.slack.com/archives/C07UZ4XMGCW/p1765260211989849?thread_ts=1764830057.789069&cid=C07UZ4XMGCW, the grc framework addon in namespace local-cluster crashed with OOM. See attached images.

How reproducible:

Triggered by ~5000 events in local-cluster namespace when object template is empty in a policy

policy: local-cluster/oadp-channel-validation               policy/open-cluster-management-backup.backup-restore-enabled       Compliant; notification - oadp-channel-validation contains no object templates to check, and thus has no violations
