Description of problem:

Improved integration with ACS is needed and should have been completed.

Basic policy integration is:

• Allow json content to be included in an ACM policy which will create/update an ACS policy.  TBD: What does placement of these policies indicate?  Should placement just target the central server?  
• GRC Templating support should work with the json content.
• Alerts from the ACS policy should automatically be received by ACM which will update the compliance for the right ACM policy.
• PolicyReport resources that are specific to the correct managed cluster will be updated to reflect any NonCompliance
