Context:

Alertmanager related resources fail to get deployed on non OCP spokes because they target non existing namespaces (openshift-monitoring and openshift-user-workload-monitoring)

Acceptance:

The target namespace for these resources is updated to target the addon installation namespace, shich is where prometheus is deployed.
