      Always

      Steps to Reproduce:

      1.  Have a bootstrap sa token secret that has the label of `legacy-token-invalid-since`
      2.  Upgrade to 2.13.4 while being on at least OCP 4.16 or higher
      3. ...

      Actual results:

      Upgrade hangs because the managedclusteraddons are not in ready state due to the managedcluster being in unknown state

      Expected results:

      Upgrade goes through
