Policies with a dot in their names don't work

      Description of problem:

      If you create a policy with a dot in its name (like "foo.bar"), its root status will not be updated for a long while (if ever).

      Steps to Reproduce:

      1. Make a policy named "foo.bar"
      2. Observe that it doesn't work
      3. ...

      Actual results:

      No status on the root policy

      A status on the root policy
