Starting with ACM 2.14 , the default option for auto import is  importOnly

This means that if the managed cluster was already imported by the restore hub, the auto import will be skipped when running the restore operation and the auto-import-secret is created

This task is open to propose the following change: before the restore starts update the restore option on the hub to ImportAndSync then after the restore is completed, change it back to what was before .
