      Context:

      Currently, no metric is exposed by the addon framework and the other controllers of MCOA.

      Acceptance:

      MCOA exposes metrics that are scraped by in-cluster monitoring.
      Some alerts are configured to alert when the agent manager fails reconciliations for too long.
