Upgrade available doesn't appear under hosted cluster Distribution Version

      Description of problem:

      When an upgrade is available for control plane or nodes for hosted cluster, it appears in the control plane status and nodepools table but not the Distribution Version under the Details section of the cluster.

      ACM 2.7.0-FC20

      always

      Steps to Reproduce:

      1. provision hosted cluster with upgradeable version
      2. go to hosted cluster overview page
      3. look at the distribution version in Details section
