      The PR introducing arbiter node support into the SiteConfig Operator (PR #347) adds changes to the ClusterInstance API and related operator logic. This story covers verifying that these updates function as expected and that users can successfully provision clusters using arbiter nodes, specifically the HighlyAvailableArbiter configuration.
