      Description of problem:

      The hypershift upgrade modal displays different available versions (in some case none - making everything disabled) depending on whether it is opened from the Distribution version field or from a cluster action menu.

      How reproducible:

      Always

      Steps to Reproduce:

      1. Deploy an HCP cluster that is not at the latest version.
      2. Click the Upgrade available link in the cluster list, or on the cluster details page.
      3. Click the Upgrade cluster action from the cluster list kebab or cluster details page action menu.

      Actual results:

      Available versions can differ between steps 2 and 3.

      Expected results:

      Results should match.
