Catalog nudges failing to trigger in ACM/MCE due to missing/incorrect RPAs

      Description of problem:

      When the ACM/MCE catalogs are prepared for build, the nudges that trigger the catalog build job fail to fire. As a result, all ACM/MCE builds on Konflux are unable to produce updated catalog content, blocking testing. The root cause is that the RPAs for the ACM/MCE release components were deleted, and these RPAs are required for the nudges to trigger.

      Steps to Reproduce:

      1. Trigger an ACM or MCE bundle build.
      2. Wait for the builds to complete successfully.
      3. Confirm that a PR is opened for the ACM or MCE catalog build.
      4. Observe that the nudge fails to trigger the GitHub Action responsible for building the catalog contents.

      Actual results:

      Nudge fails to trigger and does not generate the new catalog contents for ACM or MCE.

      Expected results:

      Nudge successfully triggers and generates a new ACM or MCE catalog build.
